Sizing is complicated.

Turns out that there are two sizes of rail mounted racks. This cover is a little large for ours and took some effort to customize. The other cover for “rail mounted kayak racks did not indicate a size but I suspect that is the one that would have worked better for us. We opted for 20 inches because the other has been out of stock.
